The Territorial Legislative act of 1890 provided for the establishment of a state university in Norman. The Territorial Legislature Act allocated $10,000 to build the first campus building; construction began on March 29, 1892. While construction was under way, classes began September 15 in the Adkins-Welch building, 202 West Main.
